Can I use this to upload files to an IIS7 server?

If so, how do I achieve this? Do I need to change the web.config file?

Yes, it can run without problems on IIS7. It can even run on Apache webserver.

Make sure IIS can server.XAP files (the silverilght application). And configure the WCF service in the web.config. It's even easier to use the HttpUploadHandler, it doesn't need any web.config configuration and it's faster.
